posting your over all stats will be helpful... what class are you? are you going to spend more?
Strong twink is like other strong end game toons with everything as high as possible.
if you are a range class, you need to upgrade your rubies to atleast +15, +20 is better
dk, you need better armor, hp, resist gems
If you want more help we need more info.

Out of curiosity ... how can you create level 26 character with level 45 weapon and 250K andermants?
Every time when I create character ... I usually get level 1 character with level 1 white weapon and 600 andermant.

There must be a communication error, not enough information.

Level 26, using level 45 gear, that would take a lot of Glyphs of Power to upgrade. If you have that much money to burn, work on royal gems. The mid-level gear can only be upgraded so far, and still be cost effective.
You might try the Parallel Worlds for unique gear, if and when you can get in. Event unique sets could help, if you can get them to drop at your level (solo, level 26-30).
High-level drops to a low level toon cut both ways. Gear beyond your level might make good gem storage in your locker, but melts are more useful now.
More knowledge and honor points could give your talents a boost.

You can take a hard path, not leveling up, but DSO is making that harder to achieve that, than swimming upstream through sewage.

Why not spend it on a level 50 character instead? XD

No such thing as lvl 30. No higher, if you PvP... you still get XP. As far as your anders goes, after maxing your gems and gem slots, etc etc. I would say gamble it at the jesters ... some gilded clovers and you could get the armor or travel speed gems.
    Thanks, Doc.
